With the deployment of the Bell-152, the US government quickly grasped the utility and economy of small one man mini-helicopters acting as perimeter patrol and defense.  However, problems with the Bell F-152 soon became apparent, most glaring of which was the operators exposure to the elements.  The military could have gone back to Bell and requested they modify the 152 to include cover for the pilot, but instead the turned to Hughes and had them design their own mini-copter, even smaller.  Thus the Locust was born.  The Navy, Coast Guard, and Marines still prefer the 152, as it is easier for a pilot to escape in case of waterbourne emergency landing, but the Army and Air Force have taken to the Locust with open arms.
